Each off season teams will have an option to match the salary/contract of two of their free agents. Teams can declare two free agents to become restricted free agents during option designation process in the offseason.
The players will enter free agency as normal. Once bidding is complete the designating team will have the option to match the winning contract.
Matching team must have available cap space to cover the contract.

Does the team that have the right to cover also have the right to bid? Also do they need to hold a "cap hold" to do this, that way they aren't out double bidding their money.

Yes, the owning team could bid. Good catch on the cap hold. I agree it’s a problem. I would suggest a blind bid. This would be a week before the open of the free agent period The players would be up for bid for 48 hours. After the winning bid is determined with bid points being the determining factor. winning team would be subject to the bid match. The winning Bid would be decided by bid points. If a tie occurs by bid points. The winner will be decided by the previous standings. Lowest to highest record.
