All players Under Contract are Eligible to be bought ought
You will be responsible for 50% of their salary a year for double the remainder of years.
The player will enter Free agency and that team will not be able to bid on them
Example:
Mookie Betts
$20,000,000/yr for 2 Years
Buy out would be
$10,000,000/yr for 4 years

The buy out team should be held to some responsibility. It would be rare for a team to buy out a contract that a player was over performing in.

The team does not have to buy out any team or mutual options, because it is overall up to the team if they stay. And if you’re buying them out then clearly they’re not gonna stay. If it odd a player option then yes you will need to buy out that year as well
